Pay Range


$140,000 to $165,000 Annually at the D01.2 level

$160,000 to $190,000 Annually at the DO1.3 level


Job Description

We're looking for Counsel and Senior Counsel in the Lawrence Livermore National Laboratory's (LLNL) Office of General Counsel (OGC). As a generalist attorney, you will provide legal advice to others in OGC and to Laboratory client organizations regarding a wide variety of legal matters pertaining to the operation of a Department of Energy (DOE) national laboratory with an annual budget of approximately $3 billion.


This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.


You will


Provide practical advice and guidance in connection with a wide variety of legal matters related to the operation of a federal laboratory, which may include business transactions, litigation, regulatory compliance, investigations, intellectual property, etc. Specific focus areas may vary depending on experience, interest, and need.

Perform legal research as necessary, and analyze and interpret applicable federal and state statutes, regulations and contracts, and draft legal guidance on complex issues.

Report to and assist more experienced attorneys in developing legal strategy and providing written and oral legal advice to clients in different organizations across the Laboratory.

Interact collaboratively with others in OGC, Laboratory client organizations, government representatives, and outside counsel.

Independently manage simple or routine transactional, litigation, regulatory or other matters within scope of responsibility as assigned by more experienced attorneys.

Assist more experienced attorneys in complex or sensitive matters as requested.

Perform other duties as assigned.

Additional job responsibilities, at the D01.3 Senior Counsel level


Develop legal strategy and provide written and oral legal advice to clients at varying levels of management in different organizations across the Laboratory.

Support more experienced attorneys in working with client organizations to develop, draft, revise, and enforce internal policies and procedures.

Assess, identify and advise on strategies to manage and mitigate risk.

Provide development support and mentoring to less experienced attorneys.

Qualifications

Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship

Juris doctorate from an ABA accredited law school and either admission to practice in California or eligibility for a limited practice license as registered in-house counsel.

Prior experience practicing law in positions with progressively greater responsibility and involving matters of greater complexity and/or significance over time.

Five or more years of experience conducting legal research and drafting legal memoranda, and preparing and delivering communications and oral briefings on legal issues to more experienced attorneys and clients.

Strong analytical, writing, and presentation skills.

Experience collaborating with and contributing to multi-disciplinary teams to solve problems and accomplish goals.

Additional qualifications at the D01.3 level


Ten or more years of experience actively practicing law in positions with progressively greater responsibility and involving matters of greater complexity and/or significance over time.

Significant experience preparing and delivering written legal communications, presentations, and oral briefings on complex legal issues for more experienced attorneys and for more senior clients.

Qualifications We Desire


Experience as an attorney, whether in a law firm or in-house, representing or advising: (1) a U.S. government contractor or other large business organization; (2) a university or other research-focused organization; or (3) a federal, state or local government entity, including military service.

At least three years of experience working as an attorney in a larger law firm (e.g. a firm with multistate presence) or comparable experience.

One or more of the following:

Broad knowledge of, and practical experience with, general business law, including reviewing, drafting, and negotiating contracts.

Knowledge of the Federal Acquisition Regulation (FAR) and/or Department of Energy Acquisition Regulation (DEAR).

Experience working on employment, regulatory, or complex commercial litigation.

Experience conducting or providing legal advice relating to internal and external investigations.

Familiarity with software development and licensing, including open source licensing.

Knowledge of federal, state and local environmental and worker safety and health laws and regulations.

Knowledge of nuclear quality and safety laws and regulations.

Familiarity with regulations relating to classified information and/or U.S. export controls.

Knowledge of ERISA and other employee benefit laws and regulations, and/or federal, state, and local tax laws and regulations.

Experience managing or supervising paralegals on various tasks.

Security Clearance


This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
